Do I need a permit to install fencing in Winchester?
The Virginia Uniform Statewide Building Code and the Winchester City Code require permits for all new construction, additions, alterations/remodeling, demolition, change of uses, and work not specifically exempted by the Building Code. Permit applications are accepted:

What if I want to build a pool fence?
The minimum height for a pool fence is 48 inches above grade measured from the outside face of the barrier. For above-ground pools, the side of the pool may qualify as the barrier if the pool is 48 inches tall, or the barrier may mount on top of the pool structure. Gates for pool fence must be self-closing and self-latching, and must open outward away from pool.
Are there any general restrictions for fence installation in Winchester, Virginia?
Fences and non-retaining walls up to eight feet in height above surrounding grade, may be installed in any required rear yard or non-corner side yard. Fences up to four feet in height above surrounding grade which are at least twenty-five percent open (e.g. picket, chain link, rail, etc.) and nonretaining walls up to three feet in height above surrounding grade may be installed in any required front or corner side yard with some minor exceptions.
On double-frontage residential lots, fences up to six feet in height above surrounding grade may be installed in the one required front yard that is situated between a public street and the rear elevation of the main building on the lot provided that they are set back from the public right of way at least three feet plus one additional foot of setback for every one additional foot of height above four feet.
Fences and walls (both retaining and non-retaining) up to five feet in height above surrounding grade may be permitted in non-required front and corner-side yards, provided that any retaining wall over three feet in height shall include a railing, fence or hedge at least thirty-six inches high along the top to protect persons from injury due to falling.
